1996 James F. Paschal Award citation for Ken Tilley
Virginia High School League
The 1996 recipient of the James Paschal Award, Ken Tilley, has worked tirelessly for nine years in the Commonwealth of Virginia to promote, broaden and improve scholastic journalism. He has the respect and admiration of journalism educators throughout Virginia for the work he has done on behalf of journalism education.
Now the executive director of the Virginia High School League, from 1986 to 1994, he served as Programs Supervisor for Publications and Information services, in effect, guiding journalism education in Virginia. In 1989, he was instrumental in establishing the Virginia Association of Journalism Teachers and Advisers, an independent advisers organization, on whose board he sits. Since its inceptio,. VAJTA has supported advisers and students by sponsoring workshops, newsletters and working with Ken and VHSL to help with the annual Fall Publication Workshop, which serves approximately 1,000 students and advisers. The workshop has been instrumental in the development of quality high school publications in Virginia. He was also responsible for moving the workshop to its present site at Virginia Commonwealth University, where it has grown in size and quality.
It was during his tenure as programs supervisor that Ken promoted the importance of journalism in a high school curriculum. He established a rotating membership on the League advisory committee to insure that all publications and types of schools were involved in decision making.
In addition, Ken has been instrumental in having three state scholastic publication advisers inducted into VHSL's Hall of Fame, and in establishing the Charles E. Savedge Scholarship and the Savedge Award for Excellence in journalism
An adviser in the state says of Ken: "The people skills Ken used to accomplish so much for scholastic journalism have earned him the respect of all who have worked with him."
For his enormous contribution to student journalism in Virginia, CSPA is pleased to present the 1996 James Paschal Award to Ken Tilley.
